The celestial catalytic staff is the strongest magical weapon in Dungeoneering. It can be found in the dungeons under Daemonheim. It requires level 99 Magic to wield, and increases the damage that destructive spells can do by 30%, which is more than any staff in RuneScape. This staff cannot be created and can only be acquired as a drop from the Unholy Cursebearer.
With this staff, Fire Surge, and a strong magic potion, the maximum hit is 440 damage. A Blazer-class ring could potentially add another 5 hits of 10% of the spell's damage, resulting in an additional 220 damage (in separate hitsplats). The total damage from one such spell would be 660.

There has been much debate about which staff is the best in Dungeoneering. While the Celestial Catalytic Staff has the highest potential damage for elemental spells and is more accurate than the Empowered Fire Staff, one should consider that the latter may be useful in situations when minimal Runecrafting is required. For every 100 casts of Fire Surge, one has to craft 100 Death, 100 Blood, 700 Air and 1000 Fire Runes (approximately 100 Rune Essences for each blood, air and death and 300 Rune Essences for fire). By using an Empowered Fire Staff, one may take the essence they would have spent on fires and make more blood, death, and air runes, increasing the amount of casts you can do with the same amount of essence. The fire staff also allows for quick casts of High Alchemy in the early stages of the round because only nature runes are required. If one were to compare the max hit of Wind Surge with Celestial Catalytic Staff and Fire Surge with Empowered Fire Staff in the early stages, Wind Surge would deal 286 damage while Fire Surge would deal 308 damage. Bear in mind that the latter the less accurate because of the magic attack bonus on the staff. If one has the patience and funds to craft the runes for Fire Surge on the Celestial Catalytic Staff, one will often see higher and more accurate hits.
With the help of the Celestial surgebox (counting not as one of the player's precious bound items, but as ammo instead), Runecrafting demands become much more realistic because the player only has to worry about crafting fire runes at the beginning of a dungeon. If the player binds both a Surgebox and an Empowered Fire Staff, they would start the dungeon ready to go with 125 (or 225 with the quest Salt in the Wound completed) casts of Fire Surge - the Celestial Surgebox supplying the airs, deaths, and bloods, and the Empowered Fire Staff supplying the fires. Runecrafting for use with a Celestial Catalytic staff becomes much more manageable with the help of a Celestial Surgebox - requiring only fire runes as opposed to all 4 runes, thus allowing the player to benefit from the staff's damage boost with minimal impact on runecrafting. Regardless of the staff choice, binding a Celestial Surgebox is highly recommended.
- It is also worth considering, an Empowered Fire Staff can be crafted with relative ease by a player with at least 70 woodcutting (to chop corpsethorn branches), 78 fletching (to fletch a corpsethorn staff), and 80 runecrafting (to imbue the staff into an Empowered Fire Staff), while the Celestial Catalytic Staff can only be received as a drop.
