The lightning staff 3 is an item that can be obtained by purchasing and redeeming a redeeming a $25/£20 RuneScape Game card from 16 November to 2 December 2012. Upon redeeming the card, you will also unlock the "Professor" hairstyle, and the lightning staff emote. This staff requires 40 Magic and 40 Attack. The staff provides unlimited air runes.
