The Empowered water staff can be found in the dungeons under Daemonheim. It require 50 Magic to wield, and gives infinite water runes, the same as a Staff of Water while equipped. It's a possible drop from the boss, Unholy Cursebearer. Forgotten Mages also drop the Empowered Water staff, although rarely. It can be imbued on a runecrafting altar by a bovistrangler staff as the minimum staff that is needed to make one. A runecrafting level of 60 and 58 fletching are required to fletch the bovistrangler staff.
