The tome of frost is a reward obtained through the Dungeoneering skill. It requires level 48 Magic and level 48 Dungeoneering to use.
Similar to the staff of water, the tome of frost acts as an infinite stock of water runes when carried in the offhand slot (as opposed to the weapon slot for staves). This can be useful when using fighting with a weapon and also casting magic, as you can have access to a staff and the tome providing unlimited runes of multiple types. It also greatly reduces the amount of runes needed to attack with magic; for example, when wielding a staff of air with the tome of frost, the cost of a Water Wave spell would be reduced to a single blood rune. Another great example being when using a staff of earth with the tome of frost while casting the Vulnerability, Enfeeble, and Stun spells it would reduce the cost of the spell to simply a soul rune, which is great since the spells are vastly used to train at higher magic levels. It also works with Lunar Spells such as Humidify. If wielded along with a lava battlestaff or equivalent, the wielder would have an infinite supply of every elemental rune besides air.
Since 4 October 2011 wielding the tome of frost reduces the damage taken from desert heat effect.
The tome is also useful when using ice spells from the Ancient Magicks spellbook, as the user can have the benefit of unlimited water runes in the offhand slot, allowing them to use a damage-boosting staff such as the Staff of Light or the Ancient Staff. By wielding an earth staff with the tome of frost, a caster can perform curses such as Stun at the cost of a single rune.
The tome of frost will never degrade, which makes it useful for mages, it also provides the highest F2P magic bonus for the offhand.
The tome of frost can be a cheaper (and sometimes more effective) substitute for an Zamorak's unholy book because the tome of frost is free gold-wise and supplies unlimited water runes. The tome of frost also has a higher magic attack bonus (+10 vs. +8) and a higher magic defence bonus (+10 vs. +0) than the unholy book.
However, obtaining 43k Dungeoneering tokens to buy a tome of frost can take a long time. The unholy book is also better for hybrids/tribrids, or people who switch from different combat styles, as the unholy book has balanced stats across all combat styles (+8 in every attack statistic).

- By the current standard, 430,000 experience is needed to gain the item, effectively pushing the actual requirement to 64 Dungeoneering, unless the tokens are obtained through other methods, such as Fremennik Sagas.
