Fur is sold by Baraek, who is northeast of the Varrock fountain. He sells fur for 20 coins (18 coins if the player says 20 is unreasonable). He also buys furs. Fur is currently a useless item for free players.

Other Types
Other types of fur, which are different items, are sold in East Ardougne and Rellekka, which stock 3 Bear furs (12 coins) and 3 Grey wolf furs (60 coins). Players can also steal from stalls there with the Thieving skill. See their respective pages for more information.
