The Technical plans are a quest item from The Tourist Trap. You bring these plans for a weapon to the Bedabin nomads and use their experimental anvil to make it. After you've shown the prototype to Al Shabim, he takes the plans from you.
The first option on this item is "Read", if you read it, this comes up: The plans look very technical! But you can see that this item will require a bronze bar and at least 10 feathers.
