Sithaph is a Dragonkin that was shown in the final cutscene after completing the quest While Guthix Sleeps. It appears that he is planning something along with two fellow Dragonkin: Sakirth and Strisath. He also wears a red robe. He appears to be leading the other Dragonkin.
According to what was seen in the cutscene, it seems as if Sithaph has gained great power from the Stone of Jas. Sithaph's body was glowing brightly just like the Player's during the quest after you have made contact with the stone.
Another theory is: Since the Dragonkin were forced to be guardians over the Stone of Jas, the cut-scene may be hinting that their power and duty to protect the Stone has returned. Since Lucien has stolen the Stone, the Dragonkin may be able to finally leave the fortress that they have been forced in for so long and are given free reins to do whatever it takes (with whatever power) to retrieve the stone. They have been waiting for the Stone to be taken.
