Maggoty flour is a quest item from Let Them Eat Pie quest. It is made by placing grain and fishing bait into a windmill or watermill hopper and collecting the ground substance from the bin on the ground floor. It is used to make the pastry for a terrible pie that is used to poison Rolo the Stout.
