This random event is most common while woodcutting, fletching or firemaking. It is worn mostly for looks because it offers no combat stat increases as shown below.
Despite the Lederhosen top's inventory icon showing it with sleeves, when it is worn by a player the sleeves are the colour of your default clothing.
