Insulated boots are a piece of slayer equipment worn to safely fight Killerwatts, requiring a Slayer level of 37 to wear. They can be purchased from all Slayer masters for 200 coins. The "insulated" refers to protecting the player wearing them from electric shock produced by a Killerwatt.
The insulated boots are also needed during The Curse Of Arrav quest to protect you from the electrified sewer water in Zemouregal's base.
These are one of only 3 boots that gives ranged defence bonuses; the other 2 being Frog-leather boots and Rogue boots.
