The Ballista bow can be bought from Lanthus for 2 Castle wars tickets. This is one of the four components used to create a Ballista. When combining a Ballista base, a Ballista bolt stack, a Ballista chamber and a Ballista bow within Castle Wars you create a Ballista. The Ballista bow is one of the weapons that you can't use outside of Castle Wars.
