A steel dragon can be built in a player's Treasure Room with 10,000,000 coins. It is currently the third most expensive item which can be built into a Player-owned house, exceeded only by the crystal throne and demonic throne. It requires level 95 construction to build, but it can be built as early as level 89 construction with a orange spicy stew's extremely rare +6 boost. The steel dragon in the player-owned house has not yet had its graphics updated to match those of the current steel dragon. Adding this guardian to your dungeon for experience is NOT advised as it is about 0.0003162 experience per coin. This dragon's stats are equal to the regular steel dragon which can be found in other places in Gielinor.
