Penda is a citizen in Burthorpe, who is warning people of the trolls, which is a good idea since trolls are aggressive. Penda is also a bar patron and hangs out more at the Toad and Chicken than his own house. When talked to, he may randomly say, "Ich bin ein Badger", even in English servers.
After the Troll Invasion update, Penda is now right around Dunstan's house. He is no longer at the pub, which is now in Taverley.
Treasure trails clue scroll
For the clue scroll: Go to the village being attacked by trolls, search the drawers while you are there.
Go to Dunstan's house in Burthorpe and search the drawers: "Wait till I get my hands on Penda, he's nicked the key again."
Go to Penda's house, a short distance to the southeast, and kill him to get the key.
Go back to Dunstan's house and open the drawer with the key in inventory. The key disappears and you obtain another clue scroll or a reward.
