Outlaws are encountered during the What Lies Below quest. In the quest you are required to kill 5 of them. An interesting note about outlaws is that they only give 1/100 xp per damage, 1/40 of the regular amount, so many players do not train on them. This means that for every 100 life points a player deals, he or she gets 1 xp. 1 Outlaw is equal to 2 xp. This is probably to stop Macros from using Away-from-keyboard techniques for training, as they only take about 2 seconds to respawn. If they gave normal experience, macroers could get huge amounts of experience if it wasn't reduced.

They sometimes use the phrase "Stand and deliver!" before dealing damage, implying that they are similar to highwaymen or muggers.

They take only 2 seconds to respawn which makes it the fastest item/monster to respawn, excluding the poisonous spider that inhabits Ape Atoll in the temple, which respawns in nearly a second.

They wield the old version of the Steel scimitar, with the old animation.
