The Tithe master is a Vyrewatch who resides within Darkmeyer. During the quest, The Branches of Darkmeyer, one of the tasks required to gain status involves watching him yell at the Tithe collector for breaking a tithe vial. You can either confess to him that you broke the vial or accuse the Tithe collector of breaking it himself.
Outside of the quest, you cannot interact with this NPC in any way other than examining him.
