The Tangle gum shortbow was introduced with the Dungeoneering update, it may be crafted at level 1 Fletching, however it is a common item to receive as a drop or from the starting room.

It is the weakest shortbow available to players in the dungeon, and the only shortbow able to be bought directly from the Smuggler. It is also obtained by using a knife on tangle gum logs, to make a Tangle gum shortbow (u), then adding a bow string.
