Sieves are used to make impling jars. When you use anchovies with a pestle and mortar they create anchovy paste. Once the player obtains 8, and uses them with a sieve, anchovy oil is created. You can get sieves by talking to the chemist in Rimmington about impling jars. A sieve is also used in the Mourning's Ends Part I quest.
