This Seaweed is a quest item used in the quest Hunt for Red Raktuber. It is used as a replacement for tape, which is lost when the toolbox is confiscated by Captain Marlin. This item can be found by searching the hat rack in the brig of the penguin submarine.
The seaweed is used to wrap around the raw ends of the red and green wires in the engine box.
