There are a number of scrolls around RuneScape. This particular one contains a history of the outpost outside the north west corner of Ardougne, and is obtained during the Making History quest. The scroll is obtained by talking to Droaloak, a ghost who lives in Port Phasmatys and giving his wife Melina a sapphire amulet.
The scroll must then be taken back to the outpost and given to Jorral.
