Ruth Savage is a thief found on the ground floor of The Pick and Lute pub in Taverley. She gives players recommendations for training their Thieving skill, and during the Troll Warzone tutorial she directs players to pickpocket a Pompous Merchant outside of the pub and to help Nails Newton with his task.
