Rock-shell chunks are dropped by Giant rock crabs (level 137). These are used to make Rock-shell helms, which have identical stats to rune full helmets. Giant rock crabs are found in Waterbirth Island caves and in the Chaos Tunnels north of the Grand Exchange.
