The raider axe is an item that is obtained by talking to Hollowtoof, leader of the goblin raids (with sufficiently high combat levels, around level 90) or by killing him after all the other goblins in the raid are killed. It has stats in between that of a Steel battleaxe and a Black or White battleaxe. To wield this you need an Attack level of 8.
Hollowtoof appears to be wielding this axe, along with the Goblin Raider.
