The Note is a quest item that Kent gives to players automatically as part of Kennith's Concerns, a members-only quest. Players can usually left-click on the note (see Game controls) to read it.
This item is unlikely to have any use outside the quest, but if players lose or destroy it then they may be able to obtain a copy from Kent or Caroline.
