A barrel of monkeys is one of the five monkey-themed items that was available from the Squeal of Fortune during the third Wild Weekend of Mad May. It was a common reward. It can be dropped on a surface (excluding bank areas) in RuneScape, releasing a number of grey, scampering monkeys (up to 10, and each monkey lasts roughly 30 seconds before disappearing) which move about randomly. It can only be used once, as the barrel will disappear with the monkeys after use. You can only place 1 barrel at a time.
As this was a reward from the Squeal of Fortune that can no longer be obtained, you may not wish to use it. No warning message is given before it is used, so players who wish to save their barrels for any reason should be cautious.
