The Glowing dagger is used in the Legends' Quest.
Its stats are similar to a bronze dagger, except it has +1 more in stab and slash bonuses and no strength bonus, making it one of the weakest daggers in the game. It is no different then the Dark dagger besides how it looks.
During the Legends' quest, you are given the Dark dagger. If you try to take the hat that is actually Viyeldi then use the dagger on him, it will kill him and will change the Dark dagger into the Glowing Dagger.
This weapon cannot be poisoned.
If you have dropped your Glowing Dagger after completing the quest, it can be reobtained by returing to the cavern and going to the room with the winch (where you drank the Bravery Potion) and destroying the barrels until you retrieve it. Be warned however, because some of the barrels may explode and damage you.
Although the examine option suggests a Berserker necklace would affect its damage, it does not.

- This dagger may be a reference to Sting, Bilbo's dagger from the Lord of the Rings, Sting had the (apparently) magical ability to detect the presence of goblins and orcs and would glow when it did so.
