Julian is a resident of Lumbridge, a small agricultural community in the southern reaches of the kingdom of Misthalin. Julian lives in a small home on the town's western side, where he is happy to be a part of Lumbridge's tightly-knit community.

Julian has no concrete occupation, but helps out on other NPC's farms, shearing sheep, milking cows and sewing seed. His favourite job is ringing the church bell. He was also living in Lumbridge when the three-headed dragon attacked. He says this about the event:

"Yes, but church bells are also good alarms. At one time, a dragon got in to Lumbridge, through underground caves. My job was to watch and see if it reached the surface, and ring the church bell to warn people."

Julian wears a green shirt and brown trousers. He is bald.

Julian was added on 1 July of 2008, along with the addition of RuneScape High Detail. Originally, when spoken to, he would not react. Several days later, though, he was given chat options. Finally, on 14 July, Julian was given the ability to hand out jobs to players.

Julian is considered one of the most efficient NPC's to receive jobs from, because he is positioned very close to Lumbridge Castle, which can be easily accessed via the spells Lumbridge Home Teleport and Teleport to Lumbridge.

Julian removed in September 2009, along with Iain, Samuel, Gee and some of the skill tutors.
