Samuel was an NPC who lived in a small house in northern Lumbridge. He was very bored with his life and was supposedly very excited when the three-headed dragon from Learning the Ropes came out of its nest.
When Unstable Foundations was released in September 2009, Samuel was removed from the game.
Biography
Learning the Ropes
During the attack of the three-headed dragon Samuel was wandering in his house watching how people were "running around like headless chickens". Following Learning the Ropes, Samuel could be found wandering in and out of his house, bored. Samuel could talk about the dragon's attack if asked.

Samuel used to give out jobs before the job system was removed in September 2009.
