The Hatchet (class 2) is made during the Stealing Creation activity. It is made by using Sacred Clay (class 2) on a Creation kiln. It is used to gather sacred clay from trees more efficiently than Hatchet (class 1), but less efficiently than Hatchet (class 3). It requires level 20 Woodcutting to use. These are very common in the Stealing creation activity as many lower levelled players make these. Higher levelled players also make them so that they can cut a higher level clay and therefore make a better and faster hatchet, because of this they are one of the most deposited items in the activity, along with all other level 2 items, and raw sacred clay.
