H.A.M. agent Charles is a character encountered during The Chosen Commander quest. Charles is amongst the radical members of H.A.M. who choose to ally themselves with Sigmund. He can be pickpocketed for Charles' letter during the quest.
Charles had, for much of his life, the opinion that by leaving such races as the goblins alone, conflict could be avoided. However, after a chance encounter with H.A.M. radical Sigmund, Charles was convinced that a more active approach should be taken. Charles says he was told that goblins feed on human flesh (this was not true) carry diseases and follow a bloodthirsty religion - a set of facts that sound like propaganda but may have been true in earlier and more barbaric ages.
Charles was killed in the Assault on Sigmund's Base, by whom or what is unknown (goblin soldiers or in the ensuing cave-in).
