Duke Horacio is the ruler of the duchy Lumbridge, including the town and its surrounding area. He inherited his position from his father, and is a direct male descendant of the first Duke, Polonius. His duties include the day-to-day managing of Lumbridge and the organisation of the Lumbridge Guardsmen. He is also a member of the Lumbridge Secret Council. Horacio is also "a good friend" of Misthalin's ruler, King Roald, according to the Lumbridge Sage, Phileas.
He also gives away the anti-dragon shield to those that have started the non-member quest, Dragon Slayer. Some players earn money by asking for many anti-dragon shields. Previously the Duke used to give shield only to people who had no more anti-dragon shields in their inventory or bank, and so players use the drop trick obtain multiple shields. However, due to an update, he gives an unlimited number of anti-dragon shields.
Trivia
- In Runescape Classic, Duke Horacio was simply known as Duke of Lumbridge.
- In the Lumbridge task set there is a task called "Hail to the duke, baby" which is a direct quote from the Duke Nukem video-game series.
- Previously, the duke was slimmer than his current form. It seems that he was some sort of a glutton.
- According to a few clues left inside the Thieving Guild, It is possible that the Duke may in fact be a member. If this is true, it may be a reference to Lara Croft.
- At the end of the quest 'The Lost Tribe' Duke Horacio gives you a Ring of Life which he supposedly enchanted himself. Therefore his magic level is at least 57, which is the level required for enchanting a diamond ring.
- The Duke is the author of the Mysterious book used in the Cryptic Clue Fest II. He also mentions a number of other books he has contributed to writing, including
- The Menaphosian Candidate," a political thriller about a sleeper agent in Varrock. This book references Richard Condon's The Manchurian Candidate.
- "The Talented Mr Mordaut" a man who steals the titular dragon's identity. referencing Patricia Highsmith's The Talented Mr. Ripley.
- "Gone with the Wind Strikes," a period drama concerning romance and wizards, referencing Gone with the Wind by Margaret Mitchell.
- "The Lyre, the Witch and the Mahogany Wardrobe," a children's book. This referencing C.S Lewis' The Chronicles of Narnia.
