Blue dye bellows is used in Mourning's Ends Part I quest. It is made by using Blue dye on an empty Ogre bellows. If used on a Swamp toad in Feldip Hills, it will create a Blue toad, which can be loaded into the Fixed device to re-dye Farmer Brumty's sheep.
