Cuffs is an NPC that can be thieved from as well as attacked. He gives the same amount of coins as well as similar drops and Thieving experience as a man. He is part of a group of shady people who can be found loitering north of Falador, and associates with Narf, Jeff, and Rusty. There is also a level 19 Guard standing watch close by.
