Avalani's robe bottoms are an item worn by Avalani. It was initially discovered along with the hat and robe top through Quick Chat, as an item that can be stored in a player's Toy box in their Player-owned House's Costume Room, and listed in the Seasonal Items Guide section of the Game Guide on the official RuneScape website.
According to the Seasonal Items Guide on the official RuneScape website, Avalani's robe bottoms, along with Avalani's hat, Avalani's robe top, and the Rock fragment, are the rewards from the Cryptic Clue Fest III.

Trivia
The bottoms used to weigh 10.4kg which was strange, seeing as Avalani's robe top only weighs 0.6 kg. This was fixed on 9 August 2011, as mentioned in the Patch Notes.
The bottoms are not allowed on Entrana but the other parts of the robes are allowed, it is unknown if this is a glitch or not.
