Citizen tops are tops that are part of the Citizen clothing set. They help you blend in at Meiyerditch which avoids getting the attention of the Vyrewatch. A better alternative is the Vyrewatch clothing set, despite its higher price, because it helps avoiding Vyrewatch-attention even more. Both sets are sold by Trader Sven in the Meiyerditch slums.
