The lever schematic is an item that players can obtain during the Elemental Workshop II quest from the same crate as the claw schematic. However, it is not used in the quest, and most likely has no use except for looks.
There is speculation that it will have some part to do with upcoming Elemental Workshop quests.
Although it seems to be a clue on repairing the Press, the solution has little logical relation to the schematic. It has technically no use during the Quest.
