Rock-shell splinters are dropped by Giant rock crabs, which are level 137 and can be found either in the Chaos Tunnels or on Waterbirth Island. They can also be dropped by the level 127 rock lobsters which also live on Waterbirth Island.
These can be used with 2 dagannoth hides and 7,500 coins to make Rock-shell legs.
