Goblin cower shield is a unique shield that can be received as a drop from one of the goblin bosses in Goblin Village. If a player has completed The Chosen Commander, they can talk to General Wartface or General Bentnoze to receive the shield. It has stats similar to that of a Raider shield and a Steel kiteshield.
The shield also gives 25% bonus exp to combat skills for a total of 1000 total experience.
