The Raider Shield is an item that is obtained by talking to Hollowtoof, leader of the goblin raids (with sufficiently high combat levels), on condition that the player will not bash his face in. or by killing him after all the other goblins in the raid are killed. It has stats similar to that of a Goblin cower shield and a Steel kiteshield.
