Philipe's note is an item received as an award among completion of the Carnillean Rising quest. If you destroy it you can obtain another by Searching the chest in the Carnillean mansion, along with the Treasure chest

Dear adventurer,
Thank you so much for helping me fight the Cave Wolf Matriarch. I hadn't realised how exciting adventures could be. In fact, I enjoyed it so much that I'm leaving hom to travel the world in search of more adventures, like you do.
I've left the sweets and [money pouch/necklace]<ref>Depending on which one you took, the note will read either money pouch or necklace.</ref> in Dad's chest. They're yours now. I won't be needing them anymore.
Do keep an eye out for me on your travels; I might have some stuff to give you.
