This Shopkeeper is the shopkeeper for King Lathas's Armoury, found in the Combat Training Camp. Despite sharing the name, he differs greatly in appearance to the shopkeepers found in general stores. He has no dialogue other than to open his shop. His shops sells a variety of weapons and ammo.
His examine is likely a reference to his slightly bulged belly.
