Rat poison is used in the Clock Tower and Rat Catchers quest. It can be found in the north-western (white) section of the Clock Tower dungeon.
It can also be made during the Ratcatchers quest by providing the proper ingredients (vial, red spider eggs, and clean kwuarm).
In the Clock Tower quest, when the mice eat the Rat Poison, they appear to panic and start to die.
