The Prized dairy cow is only used during the Cook's Assistant quest. During this quest you have to milk the cow to get a Bucket of top-quality milk. If a player isn't doing Cook's Assistant, it is not possible to milk this cow.
The cow is located east of the middle of the Lumbridge cow field. It is attached to a red rope east of Gillie Groats. There is a bucket respawn point near the Cow.
