Ogress bankers are female ogres who run the bank in Oo'glog. Players will unlock the bank after they talk to Balnea in the bank after talking to Chief Tess to start As a First Resort... If you try banking before starting the quest, the Ogress bankers will refuse to let you bank. Oddly enough, you may still access your collection box through the Ogress bankers before starting the quest. You can only start this quest after completing two additional quests.
