Mourners
The Mourners are an organisation that work in West Ardougne. They are elves of the Prifddinas Death Guard in disguise, and are working with King Lathas. They were sent by Lord Iorwerth to help Lathas keep up the appearance that there was a plague in West Ardougne, which there isn't. In reality, there is no plague and those who were "afflicted" by it were actually poisoned by the Mourners so they could be taken away and used as slaves to dig for the Temple of Light underneath West Ardougne, which Iorwerth planned to use to revive the Dark Lord. Their name comes from the fact that since the bodies of people "afflicted by the plague" are still "contagious" they are the only ones who attend the funerals of the "diseased". Gwir calls them "dark elves in disguise".
Mourners can be found in all West Ardougne, outside the castle in East Ardougne and walking from Prifddinas to the Arandar pass.

Trivia
- The Mourner's suit seems to be based on the suits used by doctors during the outbreak of the Bubonic Plague in the 1400s. Instead of the gas-mask like apparatus, doctors wore masks that resembled crows or other kinds of birds. Instead of berries (dwellberries), the doctors put roses and herbs in the mask's "beak".
- The Mourner's abuse of authority and attitude towards civilians is similar to that of the Combine Civil Protection from the Half-Life series of video games.
