Millie Miller (full name Miss Millicent Miller) is an NPC found inside Mill Lane Mill, north of Lumbridge.
In Cook's Assistant, the Cook asks the player to get flour from the windmill, and recommends they talk to Millie first. She then instructs the player on making a pot of flour.
