The Man is an NPC in Lumbridge who is being harassed by a goblin for his bronze sword, which is supposed to be a part of his guard uniform. Two of the Lumbridge and Draynor Tasks involve helping him. After talking to both him and the goblin, the player could attack the goblin or solve it diplomatically, as the "Intervention" task. After dealing with his tormentor, he would be mortally wounded, and the player would have to either talk to Xenia in the Lumbridge cemetery or bring him to her, as the "Escort Duty" task. If you choose the latter, he would start following you. If you wander too far off to a wrong direction, he would say that it is not the way to the graveyard. if you continue to walk in the wrong direction, he would eventually teleport and return to his initial position at the crossroads. This would also happen if you teleport yourself or die.
