The Feline tail is part of the Feline Outfit skin that can be purchased from Solomon's General Store. They have a different appearance for males and females and may be recoloured in the shop interface. The other half of the tail's color is determined by your hair color. If you want to change the color of the upper half of the tail, you will have to change your hairstyle at Falador's hairdresser to change the color.
