Chocolate dust is a ground-up chocolate bar, made by using a pestle and mortar (fastest) or a knife on the chocolate bar. Members can also buy it from Hudo at the Grand Tree.
Chocolate dust cannot be consumed, so it is not properly a food item. However, it is usually classified as such, since it is used as an ingredient in cooking and in some gnome cooking.
It can be added to a cake to make a chocolate cake, or to a bucket of milk to make chocolatey milk. It is also used to make chef's delight and Hangover cure for certain quests.
Chocolate dust is used in herblore (with harralander to make energy potions).
Chocolate dust is used to brew Chef's Delight.
After the 2005 Hallowe'en event, all sweets turned to chocolate dust, which was then still a members-only item.

On free worlds even though you use a knife to grind up chocolate bars into chocolate dust, the animation used to show the player using the pestle and mortar. This has been fixed.
