The Box of artefacts is a quest item for the quest The Chosen Commander. During the quest you take it from Tegdak to the Dorgeshuun scribe. The box contains Dorgeshuun artefacts, which the scribe seals in a time capsule in case the Dorgeshuun are defeated. After giving the box to the scribe, it will change into a time capsule.
