Alfred Grimhand created a miniquest named 'The Alfred Grimhand Barcrawl' that involves the player travelling all over Gielinor to look for grotesque beers and drinks. Once the player has drank every drink required, they gain access to the Barbarian Outpost.
This is one of the few NPCs that are not released in game, but can still give you quests.
